The Virginia General Assembly passes the Public-Private Transportation Act allowing private groups to raise money to build and operate transportation facilities. This helps generate transportation funding that otherwise would not be available.

The non-profit Pocahontas Parkway Association is formed to issue bonds for constructing and operating Pocahontas 895. This is Virginia's first-ever PPTA project.

Pocahontas Parkway's eastbound roadway opens to traffic on May 22.

Pocahontas Parkway's high-rise bridge over the James River is dedicated as the Vietnam Veteran's Memorial Bridge. This dedication honors the 1,305 Virginians who died during that conflict and those who remain missing in action on September 21.

The Virginia Department of Transportation and the Pocahontas Parkway Association agree to a 99-year lease for Transurban to manage the Pocahontas Parkway at a cost of $611 million. Transurban assumes management June 2006.
